Ministry of Works and Transport (MoWT) and Uganda Railways Corporation (URC), with support from Trademark East Africa (TMEA) and funded by Department for International Development (DFID) and European Union (EU), is in the process of setting up a multimodal logistics hub in Gulu in Northern Uganda.

GoU is providing land for development of the hub and has also committed to provide around USD 3 million required for the construction of access roads to the hub and rehabilitation of the project affected persons (PAP).

DFID is providing GBP 3 million for construction of the facility in addition to USD 0.5 million to support the design and supervision of the facility.

EU is providing Euro 5 million for construction of the hub.

The EU has also approved to finance the project for the rehabilitation of the Tororo-Gulu railway that terminates into GLH. A grant of EUR 21.5 million will be disbursed from the European Development Fund (EDF) to rehabilitate this key transport infrastructure in Northern Uganda. The Government of Uganda will contribute with counterpart funding equivalent to EUR 13.1 million.
The hub is to be developed on land measuring 27.76 acres (11.23ha), owned by URC.
The GLH project is among the flagship government initiatives in the trade and transport sector and a part of various activities undertaken to spur growth in Northern Uganda.
The hub will act as a designated area for transportation, organization, separation, coordination and distribution of goods for national and international transit on a commercial basis. It will also be utilized for: storage and warehousing, distribution of freight, custom clearance, trucking and shipping, offices for the logistics players and users, and other value added services such as last mile connectivity, packaging, re-export, cold chain etc.
The primary objective of the development of GLH is improved efficiency and capacity of transport infrastructure in Northern Uganda to serve markets in Northern Uganda, South Sudan, and parts of DRC.
